KENNEWICK, Wash. -Crimestoppers needs your help finding a man who did not appear in court for assault charges and has not registered as a sex offender.

Officers say 23-year-old Philip Brandy De Lury was last seen in Pendleton, OR.  Police describe him as 5'9'', 150 pounds, white with blonde hair and hazel eyes.

He also has various tattoos, a "Juggalo" tattoo on his back, "Hatchet Man", on the back of his neck and "Wicked" on his right arm and "Clown" on his left arm.
