SPOKANE, Wash. The cities of Cheney and Medical Lake have passed six-month moratoriums on growing, processing and selling recreational marijuana. 

City leaders say they want to prevent anyone from opening a marijuana business before the state establishes rules. 

The Washington Liquor Control Board state says it will take about a year to establish regulations to implement the law approved by voters last month.
